Lax rules about firearms onboard.
Loose laws on "vices" (prostitution, gambling, drugs, etc).
Favorable conditions for lax enforcement on yachts and cruise ships (this is NOT a comprehensive list):
Poor countries with already weak law enforcement. Examples are:
